Plant selection and the American Zone System


I am a little confused with the zones used in mainly American
publications. My understanding is that they are used to indicate the
lowest temperatures that in all probability will be encounter for a
given zone and this is used as a guide to plant selection.
 
Whey then is a range of zones given for a given plant. If a plant can be
grown in zone 5 would it not grown in a higher numbered zone.
 
 I understand that there are maximum temperatures and humidity but the
zone system is a measurement of minimum temperatures.
 
Any help with this will be appreciated
