I have the following 3 perennials that have been blooming 
for about a week, growing in partial shade, not damp, but
not bone dry, all 12" to 20":

  Delphinium grandiflorum 'Blue Mirror' - one of my 
  favourite perennials.  Forms a mound 18" high, covered
  in dark blue flowers.

  Lysimachia punctata - Yellow loosestrife.  Sends up flower
  spikes with yellow, star-shaped flowers about the size of
  a quarter.

  Campanula punctata - Reddish, bell-shaped flowers.


Both Lysimachia punctata and Campanula punctata are vigorous
(i.e. invasive).  I have put all of these two plants in 'jail' - 
confined to 2 or 3 gallon pots sunken into the flower bed to
keep them from spreading.
