This is probably Lunaria annua (also known as Lunaria biennis, aka
Money Plant, Honest, Bolbonac, Silver Dollar, Penny Flower, Dollar
Plant, Moneywort, Moonwort). It's a biennial that comes back from
seed readily, but only flowers during the second year.
The seeds shouldn't need to undergo any type of pre-treatment; just
plant, wait 2-3 weeks, and enjoy your seedlings! You can even sow
them directly outdoors after frost.
