Hi Connie,
First, confirm that it actually is a true rust -- it should have
reddist-brown or reddish-orange pustules of spores. If it's simply
discoloration of the tissue, then rust may not be present. If
the rust is of the cedar-apple rust variety, then the spores should
have long gelatinous horns. This latter type has no chemical control.
That said, the best method of treatment is probobably an application
of sulfur dust. Other controls include zineb, macozeb, and ferbam.
