Yes, there is such a thing as a pink valerian. The Latin name for Red
Valerian is Centranthus ruber. There is a cultivar, C. ruber 'Albus', with
white flowers, and 'Roseus' with rose, 'Coccineus' with dark pink flowers, and
'Atrococcineus' with coppery-red ones. I don't see a listing for a light
lavender pink. But most of the Centranthus you buy is seed propagated, so
there will be seedling variation in the colors. Perhaps it is a sport. There
also might be a new cultivar that isn't listed in my books yet, or an old one
that is no longer in the trade.
I read that there are 12 species in the genus Centranthus, so your neighbors
plant might be a related species. I don't know anything about the other
species.
I once grew the rose valerian, C. ruber 'roseus'. It was lovely and long-
blooming. But it was a vivid rose, not at all pale. You wouldn't call it
"light lavender pink". Light lavender pink sounds lovely, though.
