I wonder is winter water is the primary cause of dahlias rot ? Perhaps in
heavy clay, but my sister's have overwintered outdoors in a walled garden
for at least ten years. Frost may be the culprit, as we get very little
here.
If the tubers are very shrivelled I would put them in a little compost and
spray them daily with water to rejuvenate them. This is also a good way of
propogating them.
