Peonies

I look around and see all these peony bushes just loaded with flowers.
Mine have been in place for about 5 years now, and really are never
"loaded". I have a very old white one (about 40 years old, although only 5
years in this location. The other is a dark pink, 5 years old. Is there
something I should do? Did I plant them too deep? I fertilize, although
not heavily. They are in sun. I am in Zone 5.
