Honeysuckle Question

I have a honeysuckle (tecomaria capensis?) that I planted a year ago.
It has yet to flower.  However, it has grown quickly and I've pruned it
back once and have it trained over a trellis.  It should have flowered
by now, shouldn't it?  What should I do to help it flower?
