If you put it in the ground it will spread like mad. It is hardy to zone 5 and
does fine in clay though my clay is likely a little dryer than yours. Water
seems to make it grow taller. Perhaps add a little sharp sand and compost...
or do nothing as tansy can grow in poor soil. It does like sun, but will
tolerate a little (not much) shade. Blue Flax would do well in the sunny NW
area that you have, so would Yarrow and the Tansy. Good luck.
