Linda, 
        Yes, the perennial you mention sounds like Sisyrinchium
augustifolium.  There is also a yellow eyed grass (S. californicum) and a
white form of the blue eyed grass (S. album).  A much larger form, 2' with
stalks of yellow flowers and leaves similar to bearded Iris, is S. striatum
in bloom right now.  These are all in the Iridaceae family but considered
herbs by many. I love them all.
