I love Scotch Broom... It grows well here without taking over. I do not know
your zone/location but you might consider Winter Jasmine (blooms with butter
yellow flowers on arching stems in EARLY spring) if you are in a mild climate.
For a more severe climate a Shrubby Potentilla might be nice. They are winter
hardy in most areas and produce pretty yellow (and other colors in the Hybrid
types) flowers in summer.
