Betty-

I don't know how long the fence is, but have you walked it?  Some animals are
very adept at tunneling under a fence and I've heard advice that fence needs to
be buried under the ground a bit to prevent this. (Of course, this is impossible
for you - I can just see you asking your employer to sink the fence! :-)
