I'll attempt an answer to your questions, because I also happen to love
both plants.

ALLIUM:  sorry, but it won't rebloom.  You can cut the spent flower stem
down, but leave the foliage until it withers away on its on.  It needs the
help gathering food for next year.  It will all but disappear during the
rest of this year, so if you plan on planting anything near it, be sure and
mark the spot somehow.  Some use colored golf tees for this purpose.  If
it's in a spot that it likes, don't be surprised next year if you end up
with more plants.  Mine just happens to multiply quite a bit.  I like
'Purple Sensation.'

DAHLIAS:  if you can find tubers still, you can plant them.  Since this
plant likes hot weather, you won't find it hard to grow.  However, it just
may not bloom before frost gets it this year if you plant new ones this
late.  Make sure you keep it well watered and fed while it is growing in
the summer.  You may want to try ordered thru the mail for tubers because
they could be offering specials to get rid of extra tubers -- I'm not
certain.  Go to www.dahlia.com and from there you can get mail order
sources of good reputation.  Also very good growing information on dahlias
there.  There is also a dahlia e-mail list like this one.
