agapanthus and day lillies

I bought those packages of day lillies and agapanthus from one of the big
home stores this spring.  I planted them months ago and they just sit
there.  They aren't dying, they just arent doing anything.  They are about
4" tall.  Do these plants bloom (or grow!) the first season or do they take
a year or two to 'fire up'?
