What's eating my Buddleia?

I have Buddleia "Black Knight" which is about 3.5 feet tall now. For
several weeks something has been nibbling holes in the leaves leaving
them quite lacy looking. It seems to be upper leaves rather than lowere
ones. The first culprits that occured to me are slugs but periodic checks
have reavealed none - and would they crawl up to the top to eat holes
within the leaf rather than eating leaves closer to the ground and
startin on the leaf edges? In fact, there is no sign of anybody.
So, what do you all think? Who's eating my Buddleia and shoudl I do
anything about it?
