Onions are true bulbs, lilies have what are called scaly bulbs, Hemerocallis has rhizomes.
One way to tell if a plant has bulbs is to cut them in half down the middle and look to see were the shots originate.
The shoot from bulbs comes from with in the bulb with layers of tissue around the shoot.
Bulbs are modified stems and have a region under them that is called the 'basal plate' were root initiation is formed. Shoot initiation comes from with in the bulb and is strongly apically dominated; thus one shot as a rule comes from one bulb.
