I do not know what "surprise lily's" are per say, but if they are in the lillium group or another bulbous plant- the answer is nothing.
Flower production is dependent on bulb size, which is the result of last year's growth. The flower buds are produced in late summer/fall of last year.
If it is like most bulbs a rich well draining soil with plenty of light.
If you know the "proper" name maybe I can be more helpful.
The Bubbulias if more than two years old should be cut down in early spring or late fall. The flowers are produced on new growth.
