Probably the best place to go to get big healthy plants is David Austin's web site.
He's a bit pricey, so I've only ordered from him a couple of times, when there was a
rose that I really wanted.  Their web site is:

Then click on the American Flag to take you to their American mail-order house.

If you go to the following link, I have several suppliers that I have rated based on
how the delivered to me.  Some of these have bareroot, some have rooted cuttings.
Another great source for roses is Arena.  Anyway, send him to the site below, where I
list mail order suppliers that I've worked with.

The better the service I get from them, the higher their rose rating on my web site.
We just this year started seeing more Austin's in our local nursery, so that was
good.    I would say Arena or David Austin's Roses would be best for big healthy bare
roots.  I've always received nice plants from them.
