Claire has given you good answer, this genus is very promiscuous.
Many of the strains come remarkably true, but out cross so easy that they
must be grown in extrema isolation to keep them true.
Aquilegia 'Mrs. Scott Elliott's Strain' is a reseleced strain in the line of
McKana giants, long spurs on plants that grow 24-30 inches tall. So I would
not be inclined to call it this.
Maybe the place that the plant can from saved their own seeds and raised the
plants that are out crosses to another type?
There are many nice short types with upward facing flowers out now.
The F 1 hybrids come true very well, but you have seeds that come true to the
"mother" plant , so its most likly not an f1 hybrid but a strain.
Many of the mixes (the good ones) are made up of different strains that are
grown by them selves and mixed after harvesting.
