I was looking for the same thing this year (gold
all year foliaged plant) and stumbled upon
arborvitae (ooh, don't judge yet - I hate the
typical ones myself) "Golden Globe."  I guess it
gets about 4 x 4, really nice foliage that is a
wonderful old gold, especially in winter.  I'm
not even an evergreen person, but I was drawn
to the shape and foliage.  Saw it "personally" at
a local nursery.  Very nice plant.
