In big cities this happens a lot. While most folk swipe cuttings, some
actually steal the plant. Oh well.
Rose rustling is taking a cutting from old abandoned places -- while
they are probably private land, they are not habited and the entire
plant is not taken. Instead, the cutting is rooted, then the
propagation process continues until that rose is (re-) introduced to
commerce.
