Where are you growing these? The achillea needs full sun to be its best. I
wouldn't pinch any of these back, except maybe the salvia. The buddleia
should be cut back to about a foot above ground right now. It blooms on new
wood and will regain its size quite quickly. Coreopsis should be just fine
on its own--again full sun.
The lilies, leave alone until after they bloom and cut back by one-third.
Anything else, you will lose your blooms. Astilbes--leave alone.
You might want to improve your soil/light conditions. Tell me more about
where they are growing.
