Your best bet is to wait until at least the date of the last frost, which
your local horticultural extention should be able to provide you with.
Here in my Zone 5 Milwaukee garden, that date is May 15th. Certain plants
such as tomatoes and vine crops such as cucumbers, squash, etc. should wait
until at least June 1. This is a very general rule, and after a few
years, you may be able to refine these times to your particular
microclimate.
