Barb,
I pull the bulblets off and gently disentangle any roots. Sometimes the
bulbets seem to break off with not enough bulb part attached but most
seem to grow. I've never tried cutting the roots. Most of my bulblets
have taken 2-3 years to bloom but I've gotten the odd bloom from some
of the larger ones the first year.
If you have storage space you can store them in pots for the winter but
tuberoses are quite happy being dug after frost zaps the foliage and
stored in peat until spring (like gladiolas).
