Quite the opposite in my experience. Several years ago I dug up and 
replanted a huge patch of bearded iris in late August. The next year I had 
an amazing amount of bloom.
I should say that many iris experts tell you that you should not mulch 
bearded iris, but at least in my soil conditions (sandy and well drained) 
and climate (zone 4 and experiencing a prolonged drought) it has caused me 
no problems with rot.
