I tried using permanent marker on rocks, but it didnt last well for me
either. I ended up painting largish rocks with light colored enamel,
then painting names on with black enamel. It makes kind of too showy
markers, so I only used it for the herb garden, but it has lasted for a
couple of years, and looks as good as new.
