Paul,
Since I have never grown Wisteria, I
am curious about your statement below. What happens after you hack at the
roots a few feet away from the stem? Does this promote flowering? Is
it root pruning? What? Curious minds want to know!

One your plant gets to be a few years old- get a good digging ax and hack at
the roots a few feet away from the stem.
