It not so much forbidden as closely regulated. I have a USDA permit
(costs nothing) and as long as I follow the proper procedures (no
soil, fruit pulp, no endangered plants, etc.), I have never had a
problem. The rules are even more strict for Australia and New
Zealand, because of their specialized flora and fauna.
