Thanks to all for the replies.  This morning, after a month or more of
waiting, we decided it was just grass, not coreopsis, and Bob weeded it out
and dug up the ground a little to plant some annuals (for now) in its
place. He saw absolutely no sign of the root systems he had planted before.
I plan to call Dutch Gardens and ask them to replace this item, as I would
like to include it in our garden plans, but cannot find it at a nursery.  I
also see some of you have not been too happy with yours, while others liked
it, so I will give it one more try :-(   It was intended as a border plant.

Thanks again.  The rest of our perennials are thriving and with some
much-needed rain, everything looks so fresh today!   The many dahlia tubers
we planted the same day as the coreopsis have all erupted and some are
filling out well now.  Our goal is gardens where perennials are the
backbone, and annuals are only added for a little extra color.  We have
concentrated on perennials which attract birds (bee balm, coneflowers,
asters, daisies) and it is wonderful to see them filling their spaces so
beautifully this season.  

The other plant we are collecting is Heuchera, and have a large display of
greens and purples which are stunning.  I still have to find some
"Chocolate Ruffles" someplace.  I had ordered "Persian Carpet" but they
substituted more Palace Purples since the crops failed (their explanation).
