Blue spruce

I have been noticing the Blue Spruce showing up in landscaping. It is being used as a bush, like they topped off the upper part and kept the lower branches trimmed.
Was wondering if I could do it with any Blue Spruce or is there some special trick to get it to look like that? Did not know if they used wires to train them to stay in a certain place.
