Picea abies nidiformis  or bird's nest spruce.  There are as Cheryl says, 
many others as well.  This used to be commonly used in past years.

This form does not look great with age.  Give Google a try, there is lot of 
info there.

Knowing about rarer conifers is another whole set of interests.
