Peony maturity


I have a new Peony, "Coral Charm", which I bought with a bud already on it.  
It's beautiful now, in full bloom.  The plant itself is small ( it was in a 
gallon pot).  The literature on this peony gives a height of 4'. 
 The question is, when do herbaceous peonies reach their stated sizes?  I 
only have had Peonies that were existing, and so do not know how long it takes 
for them to reach either full height, or even spread.  Do they multiply slowly , 
or are they like Dahlias which you can divide into a dozen eyed divisions 
after one season?  Thanks for any info.
