I have seen what certain "landscapers" do to prepare soil around here.  And
they have the nerve to call themselves professionals!?  You might want to
add copious amounts of amendments, especially organic ones if the bed is
empty.  This is the ideal time to do it.  Remember that you are going to
demand a lot from your plants and the more pampering you can give them, the
more they will reward you for years to come.
