I can't answer this from an expert viewpoint, but will share what I've seen in
my garden. I planted allium multibulbosum (now called a. nigrum) one fall and
the next spring had ten flowers, one for each bulb. The following year I had
only a few blooms, so I dug them up in the summer to see what was going on.
What I found was, instead of ten large bulbs, there were a zillion bulbs of
assorted sizes, mostly small. Gee, I thought, that's why they call it
multibulbosum, I guess! So I replanted the largest and removed the others.
I've been too lazy to dig them up in subsequent years, so I never know how
many blooms I'm going to get. Plenty of leaves, though. Since then, I've
noticed this phenomenon with other smaller alliums: fewer than the initial
number of flowers and a definite grassy look. I've just let them go, hoping
they'll get to blooming size soon. I don't know if this is what's happening
to yours, but I wouldn't be surprised. I don't know if there's any way to
prevent it.
