But do the rights of the individual override our rights to have a
balanced environment?  Here in Pennsylvania Purple Loosestrife
is a noxious weed.  It has taken over many wetlands, choking
out native species and ruining the biodiversity of ecosystems.
One of the reasons it became such a pest is because its seeds
escaped from gardens.  

Do you really want to spend thousands of dollars to help encourage
the death of an ecosystem?
