I think it's a site run by the Washington Native Plant Society, members of
which are active on the pacific northwest natives list.  If interested in
subscribing, address majordomo@teleport.com, and ask to subscribe to
pnw-natives-l (the terminal letter is the letter l, not the number 1).
They seem interested only in the maritime native plants, not the deserty
plants of inland Washington.  Margaret
