You are correct, they do need a dormant period and also a minimum number of
chilling hours......BUT they can be successfully grown in zones 8a and 8b
(here in the pacific northwest)  The tree peonies and herbaceous peonies are
reliably in bloom for Memorial Day.  They are a very popular flower in the
cemetary vases.  Zone 8 is classified as minimum temp of 20 degrees F I
believe (can't find my chart!) providing both dormancy and enough chilling
hours.  Peonies are very long lived and will provide many, many years of
beautiful flowers.  Some also have beautiful fall foliage color, so you
might want to select your Peonies during that time of year.  November is the
perfect time to dig, divide and plant them, being careful not to bury the
"eyes" too deep.
