Donna, Have you tried contacting your local University Extension Service or
Master Gardener volunteer? Maybe these folks can tell you what is wrong
with your Poppies while there is time to save them. Perhaps it is like
Clematis wilt, causing the vine to look like its dead but there is always
new growth from the roots. Wish I could help you but I've never seen
Oriental Poppies do what you describe.
