What about liriope?  I have a variegated form that stays fairly tidy, is 
about 6 inches tall and each plant is about a foot wide.  It makes a 
nice sidewalk border, and is VERY low maintenance.  I cut it back almost 
to the ground each spring before it sends up new growth, and that's it.  
I even have some growing in an area that's mostly rocks and clay, and 
not much else will grow.  It was growing here when we bought the house 
15 years ago and I've mostly ignored it.  I'm not sure how it would 
tolerate alkaline soil (ours is acid), but otherwise, I think it's a 
"keeper".
