The easiest for me is my household scissors, to cut back the mums until
July, I just grab a bunch and cut. And I find the plain old scissors
easier to use to aim at particular stems of coreopsis to deadhead 
avoiding the unopened blooms that are to come. But my patches of the
above are not huge, for large plantings I guess I'd reach for the hedge
clippers for shearing.
