I think you may have it! I bet the problem is a combination of late thaw
and hot summers.
The north side of the garage is the last place in the yard to thaw in the
spring. Normally the soil isn't warm there until late April but this year
has been unseasonably warm. Our summers are generally quite hot. Between
the late thaw and hot summers, they don't get much time in their optimum
growing conditions.
Locally, Lily of the Valley are usually grown under trees. The soil thaws
faster and they start growing earlier.
Thanks to everyone who replied. I guess I'll just have to be patient. (Or
plant Bishops Weed.)
