One of the problems with common names is that they can mean different plants 
in different areas.  There is a plant called Cat Whiskers, botanical name 
Oithosithon, which is grown here in the Houston TX area.  I haven't tried it 
myself, but it is a beautiful plant with large feathery white flowers.  I 
don't believe it is hardy here, but I think you can take cuttings in the fall 
and root them for the next year.  You might try posting this question on a 
Southern Gardening list if you don't get more responses here.  Then again, it 
could be something else, like the cleome that was suggested.  Sorry I
