Both zone designations are correct but they don't measure the same thing.
The new heat zones are based on how hot it gets in an area and the old zones
are based on how cold it gets in an area. The older books will be using the
older zone designations, obviously. Newer books may give both or should
specify which zone they are referring to, but you may sometimes have to read
the preface to learn this. If there are zone designations on tags in the
nursery (rarely seen), you'll have to ask someone what is being used but I
would bet that for a long time still they will be the old zones.
I'm sorry I can't give the details about what these zones are based on (how
many days at what temperatures), but I think you now get the basic idea.
We're in a transition period but the AHS hopes the heat zones prevail
eventually, I think. I suspect, however, that this will be a long time
coming and think both zones are useful.
