Jeanne,
I wait for the leaves to die completely, but don't wait to overplant.
I've learned to leave a space big enough for a young annual between
groups of daffodil bulbs, and just pop the annual plant in the space at
the usual frost free time. By the time the bulb foliage prostrates the
annuals are filling in.
Just started to try the daylily trick too-- little clusters of daffodils
planted between daylily plants, which then cover the dying foliage as
they grow. I've had a problem with this since my daylilies are starting
very early and covering the foliage earlier than I'd think is good for
the daffodils. We'll see how they fare.
