HELP!

I went out to water my garden today and found that some critter has been
munching on my black eye susan!  I will kill it if I see it!  One plant was
completely demolished and some of the others had the tops bitten off!  I
have seen rabbits, raccoons and even a groundhog in my yard.  I live near a
large park.  Any ideas?  What can I do to discourage?  Any and all
suggestions are welcome!
