Re: seed import permits


Don't think for one moment that you are in any way simpleminded:-) 
But, maybe not grasping how a seed exchange functions.  There is no
"they" in an organizational sense until the seeds donated by
individuals arrive at the collection point.  In NARGS case, here in
the US.  Therefore, it's not NARGS who'd have to buy phytos, it's the
individual donors.  

I can't see how one could make a procedural change in a case where
seeds furnished to an exchange are furnished by individuals....how
would you do this and still have an exchange?

And, really, it is not realistic to expect individuals to spend the
time gathering and cleaning seed (quite time consuming) and the
postage to send it and THEN have to spend a substantial amount of
money and time to obtain a phyto. (if obtainable in the country where
they live) and still be willing to donate seed to the exchange.  That
calls for an unreal amount of dedication.

Given the above, foreign members of a US seed exchange would stop
sending seed and the exchange would be very much poorer for
it....which, is my fear in a nutshell.  It should not have to be as
it does not make any sense at all, at least to me.
