Marge, I didn't say that was how they were run. I said that's how they'll
have to be run if they want to continue to exist.
If they aren't prepared to make the procedural changes and spend the money
to get certification, then they'll cease to exist.
That seems to me to be a simple choice to make, but perhaps I'm just too
simpleminded to see the problem.
