I would suggest getting a state business license and
any possible retail nursery license. Then purchase
bare root plants from Walter's Garden Inc.

License and permit my only cost your 50USD, but you
will get that back with one purchase. This may not be
your state license fees in your state...it was in mine
when I started.
Example... if you purchased 25 of one type of plant,
the average cost was around $1.25 per plant. Then just
pot them up and sell them as one gallons in the
spring.
Most of the bare roots are two year root growth.
Just an idea that worked for me when I started
planting a new garden.
