I am a big fan of Ornamental Grasses. Could I suggest Festuca glauca?
‘Blue Glow’, ‘Blue silver’, Elijah’s blue’ to name few. Imperata
cylindrica ‘Red Baron’ could be a red accent. I hesitate to suggest
bigger grass, since your rock garden will be small, but if you are
looking for a vertical accent, maybe you could look for Calamagrotis
acutiflora ‘Overdam’. It’s a 2’ high grass with variegated leaves.
Flower early in summer and keep the flower head all season becoming more
golden with time. The plant is nice in winter too. I have some dwarf
form of Miscanthus who could give a different look or be focus point,
like 'Morning light' (dwarf form). For the shade rock garden, there is
the Hakonechloa macra ‘Aureola’, cascading gold foliage that will grow
very slowly, but once you have it you can’t live without it.
