Even though this should be on the woodyplants list, I guess I'll
contribute. :)
You might want to think about Wisteria macrostachya as a possibility.
It's a native vine with shorter flower spikes than its Asian
counterparts and also blooms about 2 weeks later (if you can grow
both, you can "extend" the blooming time by allowing W. macrostachya
and W. floribunda to intertwine).
Wisconsin is really pushing the limits on cold hardiness though. If you
can offer it some protection it would be best.
